Declaration of Inhabitant Tax

Please submit an inhabitant tax declaration online or by mail to avoid congestion at filing venues.
<Those who are NOT required to file an Inhabitant Tax declaration>

  • Those who filed an income tax return.
  • Those whose only income is salary or public pension benefits. 
    (Those who did not undergo year-end tax adjustment due to starting, leaving, or retiring from a job during the year, or those who wish to claim deductions not listed on their withholding tax certificate, such as medical expense deductions, are required to declare inhabitant tax.) 
  • Those who are dependents of individuals who meet the above criteria (including a qualified spouse and other dependents whose living expenses are supported by the same household income). 
    (Dependents of individuals living outside Sendai City are required to declare inhabitant tax.)

  • Those who lived in Sendai City as of January 1, 2026, and who are not included in the category “Those who are NOT required to file an Inhabitant Tax declaration.”
    (Please note that an inhabitant tax declaration is required even if you had no income in 2025. If you do not file a tax declaration, the City of Sendai may be unable to issue a tax exemption certificate or other necessary documents.)

  • Operation period: February 16 (Mon) to March 16 (Mon), 2026 (Excluding days when public offices are closed)
    Hours: 9:00 a.m. to 11:30 a.m., 1:00 p.m. to 4:00 p.m.
    Venues: Miyagino Ward Office 6F Hall, Izumi Ward Office East Building 1F Medium Conference Room
    Hours: 9:30 a.m. to 11:30 a.m., 1:00 p.m. to 4:00 p.m.

Tax Information Notice

The filing deadline for income tax and inhabitant tax declarations is March 16 (Mon), 2026. Those who are required to file must submit their declarations by the deadline.
For income tax returns, please use the online filing system (e-Tax) on the National Tax Agency website. For inhabitant tax declarations, we ask for your cooperation in filing online or submitting the declaration by mail.
<Entry of Individual (My) Numbers and required identification documents>

  • For both income tax return and inhabitant tax declaration, the My Numbers (Individual Numbers) of the taxpayer, the qualified spouse living in the same household, and all dependents must be entered on the forms.
  • When submitting your declaration form, you must present documents that verify your Individual Number as well as documents for personal identification.
    (Verification documents for the Individual Numbers of the qualified spouse and dependents are not required.)

Notice of the Nationwide J-ALERT Information Transmission Test

The central government will carry out a nationwide simultaneous information transmission test using the J-ALERT system at 11:00 a.m. on February 6 (Fri), 2026 based on the preparation for the occurrence of earthquakes, tsunamis, and armed attacks, etc.
On the day of the test, test messages will be broadcasted on the official website of the City of Sendai, the official LINE account of the City of Sendai, and the X (formerly Twitter) account of the Sendai City Crisis Management Bureau, and test announcements will be broadcasted using outdoor speaker installations set up in the eastern part of Sendai City. Please take note of this in advance.

Distribution of 3, 000 Miyagi Points
Sendai Cost-of-Living Support!! Points Campaign

As a measure to counter rising prices, the City of Sendai is implementing a campaign that distributes “Miyagi Points,” which can be used at participating stores at a rate of 1 point = 1 yen.

  • Eligibility: Residents who are registered as living in Sendai City
  • What you need: An NFC-enabled Smartphone, your My Number card (Individual Number card) (including your 4-digit PIN) 
  • Before you apply: To receive the points, you must download the Digital ID App “Pocket Sign”, operated by Miyagi Prefecture, on your smartphone.
  • Point distribution period: Until June 30 (Tue), 2026
  • Point expiration date: December 31 (Thu), 2026
  • Support booth: Support booths for point registration and assistance are available at ward offices, general branch offices and AEL building 24F

Consultations for Starting a Business

(1) Consultations for matters related to starting a business
Date and time: February 18 (Wed) 9:00 a.m. to 4:30 p.m. 
Who it is for: Those who are considering starting a business in Miyagi Prefecture or have just started a business. (Limited to the first 30 applicants.) 
(2) Consultation for Foreign Entrepreneurs
Date and time: February 26 (Thu) 9:00 a.m. to 4:30 p.m.
Who it is for: Foreign residents, including international students, who are interested in starting a business in Sendai City or have been operating a business for approximately 5 years or less. (Limited to the first 10 applicants.)

  • Venue: AER Building 7F
  • Content: Individual consultations with relevant experts on starting/running a business.
  • How to apply: Apply via the website of the Sendai City Entrepreneurship Support Center starting from 9:00 a.m. on February 6. Application for (1) by phone is also accepted.

AIDS and Syphilis Rapid Testing

  • Reservation required
  • How to apply:
    Reservations can be made by calling the dedicated reservation line (TEL: 090-4478-4641), between 1 p.m. to 4 p.m. on weekdays, starting two weeks before the testing date until the day before. You can also make a reservation through the official website of the City of Sendai.

(1) Night-time Rapid Testing of AIDS and Syphilis: 
Date and time: February 27 (Fri) / March 13 (Fri) 5 p.m. to 7 p.m.  
Venue: AER Building 6F 
(2) Holiday Rapid Testing of AIDS and Syphilis 
Date and time: March 7 (Sat) 1:30 p.m. to 3 p.m. 
Venue: Health Consultation Office of Koseikan (1-1-5, Miyamachi, Aoba-ku)

The capacity is around 30 people per session (first-come, first-serve).
Test results will be provided about one hour after the blood draw.
(If the results are indeterminate, you will be notified at a later date.)
